Holmen is a family friendly Mid-Western community that is nestled in the scenic upper Mississippi River Basin approximately 5 miles north of La Crosse, Wisconsin. Beautiful bluffs guard the Village's east side while sweeping prairies open the boundaries to the west. The Village was incorporated on May 7, 1946. It has grown substantially over the past decade from a small rural farming community in the 1960 and 1970 era to a rapidly expanding urban center of 8,138 residents. 

The Village operates under a Board-President form of Government and provides the following services: Police Department, Joint Fire Department, Highway and Streets, Sanitation, Water, Recreation and Development. The Village utilities serve over 3,600 customers, while the Street Department maintains over 37 miles of streets. It is the goal of the Village and its employees to provide the highest quality of service to all Village residents.

NOTICE OF CHANGE IN CODE OF ORDINANCES

VILLAGE OF HOLMEN

Please take notice that the Village Board of the Village of Holmen will hold a public hearing to consider Ordinance 2.09, ordinance to amend the code of the Village of Holmen, Chapter 25 thereof entitled Brush, Grass and Weeds, to amend Sections 25-3 Nuisances prohibited and 25-5 Abatement of nuisance at 7:00 PM on January 14, 2010 at the Holmen Village Hall. All interested parties are invited to attend. You are further notified that a copy of said proposed ordinance will be on file and open for public inspection in the office of the Village Clerk at the Village Hall for a period of two weeks prior to the public hearing, commencing Friday, January 1, 2010.

Alternate Side Parking -

  • The Village of Holmen has alternate side parking in effect from 1:00am to 8:00am from November 1st thru March 31st per Ordinance 6.04. 

  • The procedure is as follows: 

    • On even numbered days you park on the even house number side of the street. 

    • On odd numbered days you park on the odd house number side of the street.

    • For example, if your house number is 210 and this evening is January 15th, you need to determine the date between 1:00am and 8:00am tomorrow morning which would be January 16th, an even numbered day. Therefore, you would park on your side of the street.

Pay Water/Sewer/Refuse, Property Taxes, or Clerk fees by Credit or Debit Card

You now have the option to use a third party, Government Payment Service to make payments to the Village of Holmen.  Government Payment Service will charge you a convenience fee for this service, 4.75% for phone payments - a minimum fee of $5.00 applies, 3.5% for online payments - a minimum fee of $3.50 applies. 

The following credit cards can be used to pay Utility Bills:  Discover, MasterCard, VISA, and American Express.  To use this method you can call 1-888-604-7888 24 hours or visit GovPayNOW.com.  You will need the Village of Holmen Pay Location Code in order to process your payment:

ü      Pay Location Code to pay Water/Sewer/Refuse bill is #5993.

ü      Pay Location Code to pay Property Taxes is #5990. 

**Taxes will only be accepted at the Village of Holmen from December 1st – January 31st.  Payments made during the rest of the year need to be made to the La Crosse County Treasurer.

ü      Pay Location Code to pay Clerk fees such as Building permits, Operator Licenses or other various fees is #5992.

Follow the prompts to complete transaction. 

 

**The Village of Holmen can not accept credit card payments in person.

(Except for Park & Recreation Dept., which uses a different credit card system)
