October 9, 2003

 

President Chapman called the Holmen Village Board meeting to order at 7:00 PM on October 9, 2003 at the Holmen Village Hall.  All members were present.  Motion by Anderson seconded by Proctor to approve the minutes of the September 11, 2003 meeting.  Carried Unanimously.

 

Finance and Personnel Committee – Motion by Forde, seconded by Olson to approve the October claims in the amount of $199,747.09.  Carried Unanimously.  Motion by Forde, seconded by Hauser to approve the 2004 Village Fees as presented.  Carried Unanimously.  Motion by Forde, seconded by Olson to approve Ordinance 6.03, an Ordinance to amend Chapter 90 of the code of the Village of Holmen, entitled Land Division, section 90-4, Reservation and Dedication of Park Land.  Carried Unanimously.  Motion by Forde, seconded by Anderson to approve a Class C, wine license to Marion Bertelsen.  Carried Unanimously.  Motion by Forde, seconded by Hauser to approve a Web Site Use and Linking Policy.  Carried Unanimously. 

 

Park, Recreation and Library Committee – Motion by Hauser, seconded by Anderson to approve Resolution 6.03, A Resolution Granting Residency Rates to the City of Onalaska residents for the 2004 Pool Season for a fee of $18,500.  Carried Unanimously.  Motion by Hauser, seconded by Proctor to approve the purchase of a new furnace for the Park and Recreation shop at a cost of $1,665 from Ziegler’s Heating and Air Conditioning of Holmen.  Carried Unanimously.  Motion by Hauser, seconded by Proctor to approve the purchase of soccer goals at a cost of $2,565 from BSN Sports.  Carried Unanimously.  Motion by Hauser, seconded by Forde to approve the purchase of replacement trees for various village parks at a cost of $1,770 from Four Seasons Landscaping of West Salem using 2003 carry over funds.  Carried Unanimously.  Motion by Hauser, seconded by Anderson to approve the purchase and installation of additional irrigation at the Holmen Aquatic Center at cost of $1,000 from Design Irrigation using pool carry-over funds.  Carried Unanimously.

 

Law Enforcement Committee – Motion by Anderson, seconded by Seitz to approve the purchase of a Varda Alarm System at a cost of $3,000 from Varda Co.  Carried Unanimously.

 

Public Works Committee – Motion by Olson, seconded by Forde to approve a Wellhead Land Use Permit for Staige Stained and Leaded Glass Installation at 722 Amy Dr. with three conditions.  Carried Unanimously.  Motion by Olson, seconded by Anderson to approve a Wellhead Land Use Permit for Lyons Legacy Inc. for 723 Western Ave. with three conditions.  Carried Unanimously.  Motion by Olson, seconded by Hauser to approve contracting with Municipal Well and Pump of Waupun, WI for the refurbishment of Well #4 at a cost of $8,642.  Carried Unanimously.  Motion by Olson, seconded by Forde to approve contracting with Abraham and Zahn Roofing of La Crosse, WI for the installation of a new roof for the Headworks Building at the WWTP at a cost of $6,450.  Carried Unanimously.  Motion by Olson, seconded by Forde to approve the revised Well Head Protection Plan.  Carried Unanimously.

Planning Commission – Motion by Forde, seconded by Olson to approve Resolution 7.03, Building Inspection fees.  Carried Unanimously.

 

Report from La Crosse County Supervisors – Supervisor Spiker updated the Board on the status of the 2004 County Budget.

 

Report for the Joint Shared Ride Committee – Trustee Seitz updated the Board on the monthly activity of the Shared Ride Program.

 

President Chapman appointed Mark Seitz to replace Nancy Proctor on the Park, Recreation and Library Committee.  Chapman updated the Board on the status of the establishment of a joint municipal court with the City of Onalaska, Villages of West Salem, Bangor and Rockland and Town of Campbell.  He also set a Special Board meeting date and time of Thursday, October 23, 2003 at 6:30 PM to review the 2004 budgets.

 

Motion by Seitz, seconded by Olson to adjourn at 7:45 PM.  Carried Unanimously.
