President Chapman called the Holmen Village Board meeting to order at 7:00 PM on March 11, 2004 at the Holmen Village Hall. All members were present. Motion by Proctor, seconded by Hauser to approve the minutes of the February 12 and 27, 2004 meetings. Carried unanimously.
Finance and Personnel Committee – Motion by Forde, seconded by Anderson to approve the March claims in the amount of $1,353,202.40. Carried unanimously. Chairman Forde informed the committee that President Chapman had told the committee that the Holmen Foundation was investigating a possible alternative route for the Halfway Creek bike trail. Motion by Forde, seconded by Proctor to approve a Class A liquor license for Steve and Lynda Christen for Blooming Basket Floral. Carried unanimously. Motion by Forde, seconded by Hauser to approve a combination Class A liquor/beer license to Lauri Stettler at Holmen Locker and Meat Market. Carried unanimously. Motion by Forde, seconded by Anderson to approve operator’s licenses for Kimberly Volden at Holmen Legion and Lauri Stettler, Gao Zoua Vang, Harlan Hogrefe, Scott Stettler, Ka Thao at the Holmen Locker and Meat Market. Carried unanimously. Motion by Forde, seconded by Hauser to approve a wage increase for the election clerks from $5.15 to $6.00 per hour effective with the April election. Carried with Olson abstaining. The committee discussed the $1,500 donation toward transporting seniors to the nutrition site. Since the County has changed carriers to Shared Ride, the donation should be made to the La Crosse County Aging Unit.
Park, Recreation and Library Committee – Motion by Hauser, seconded by Proctor to approve selective logging of 25 diseased trees on Village property adjacent to the compost site and bike trail by Northland Logging for $2,884.50. Carried unanimously.
Law Enforcement Committee – Motion by Anderson, seconded by Proctor to authorize Attorney Peterson to draft Ordinance 2.04 regulating electric/gas powered scooters. Carried unanimously. Chairman Olson reported that the Vardo Alarm System has been delivered and it will be used wherever it is needed. He also reported that the Joint Municipal Court Committee met at 4:30 pm on March 12, 2004 and they had discussed uniformity of fine structures between the participating municipalities. The Committee voted to approve a raise for the Municipal Judge from $12,000 to $24,000 effective April 20, 2004, due to the increased workload.
Public Works Committee – Motion by Olson, seconded by Forde to approve contracting with Outdoor Services Inc. for the installation of an irrigation system at the public works shop at a cost of $3,300 to be paid out of Shop Capitol Outlay carry-over from 2003. Carried unanimously. Motion by Olson, seconded by Anderson to approve Resolution 2.04, Preliminary Assessments for Sand Lake Road curb and gutter. Carried unanimously. Motion by Olson, seconded by Proctor to approve Resolution 3.04, Preliminary Assessments for Sand Lake Road sewer and water. Carried unanimously.

Motion by Olson, seconded by Forde to adopt eight new safety policies and programs to comply with the Department of Commerce safety inspection. Carried unanimously. Motion by Olson, seconded by Anderson to approve Resolution 4.04 Approval of 2003 CMAR Report. Carried unanimously. Motion by Olson, seconded by Proctor to contract with Viner Construction for the Sand Lake Road sanitary sewer and forcemain at a cost of $51,255. Carried unanimously.
Fire Board Report – Trustee Forde informed the Board that they have completed the final draft of the employee handbook. The Fire Department continues to fundraise for a new Jaws of Life.
La Crosse County Supervisor - Chuck Spiker reported to the Board on the proposed Exotic Animal Ordinance. Information received regarding the charge to municipalities for Hazmat items indicates that the Village would pay the same fee as other La Crosse County businesses and residents.
Joint Shared Ride Committee – Trustee Seitz updated the Board on the monthly Shared-Ride activity. He reported that there were 572 Holmen trips in January, 2004, attributing the increase to the senior citizen drop-offs at the nutrition site.
President Chapman informed the Board that Barry Bertelsen and he had discussed an alternative route on the east side of Halfway Creek. Mr. Bertelsen has contacted four of the property owners and reported positive responses. President Chapman will meet with Joe Dorova from Vierbacher next week. He also reported that the defibrillator is at the Village Hall and that training will be provided.
Motion by Proctor, seconded by Seitz to adjourn at 7:40 pm. Carried unanimously.
