Board Proceedings

July 8, 2004

 

President Chapman called the Holmen Village Board meeting to order at 7:00 PM on July 8, 2004 at the Holmen Village Hall.  All members were present, except Hauser and Proctor, who were excused.  Motion by Anderson, seconded by Forde to approve the minutes of the June 10th and June 22, 2004 meetings. Carried unanimously.

 

Finance and Personnel Committee – Motion by Forde, seconded by Olson to approve the July claims in the amount of $317,446.55. Carried unanimously. Motion by Forde, seconded by Anderson to approve renewal of the property insurance policy carried through the Local Government Property Insurance Fund. Carried unanimously. Motion by Forde, seconded by Olson to approve a one year consulting contract agreement with Eugene Alberts. Carried unanimously. Forde reported the Village had received an award letter from the Wisconsin Department of Transportation for $30,149.79 for the Local Road Improvement Program.

 

Park, Recreation and Library Committee – Motion by Seitz, seconded by Forde to approve the applications for Temporary Class “B” Beer License and Temporary Operators License for Melanie Theisen. Carried unanimously. Motion by Seitz, seconded by Anderson to approve the Holmen Diversity Day to be sponsored by the La Crosse Area Hmong Mutual Assistance Association on August 15th at Deerwood Park. Carried unanimously. Seitz reported that the Committee will be meeting with the lawn care contractor to discuss concerns related to the effectiveness of the current lawn care program to date. Seitz also reported that due to the unseasonable cool weather and rainy conditions we have experienced this summer, pool attendance and revenues are lower than had been anticipated. Seitz announced that there will be a resident meeting to discuss the construction of the new Whispering Pines Park shelter. The meeting will be held on Wednesday, July 21st at 6 PM at the Whispering Pines Park.

 

Law Enforcement Committee – Motion by Anderson, seconded by Olson to approve the Kornfest Tractor Pull to be held on North Star Rd on August 21st immediately following the parade. Carried unanimously. Anderson gave an overview of the monthly law enforcement activity report. Anderson provided a brief update of the Joint Municipal Court activity. The next meeting of the Joint Municipal Court Committee will be Thursday, July 15th at 10 AM.

Public Hearing

At 7:20 PM President Chapman called to order the public hearing on a proposed conditional use permit for the School District of Holmen for a public school administration building on annexed parcel #8-427-001 zoned R-1 New Single-Family Residential District. There were no legal objectors present. The public hearing was closed at 7:25 PM. Motion by Anderson, seconded by Seitz to approve the conditional use permit with the conditions as presented. Carried unanimously.

 

Public Works Committee – Motion by Olson, seconded by Anderson to approve Resolution 10.04 providing for the revision of the plan review process for subdivisions to include an Extra-territorial – Technical Advisory Committee. Carried unanimously. Motion by Olson, seconded by Forde to approve Ordinance 3.04 Operation of Valves and Hydrants and Unauthorized Use of Water. Carried unanimously. Olson reported that the Sand Lake Road project is on schedule and should be finished by the contractors projected completion date of Mid-July. Olson announced that Ben Spanel had passed the Professional Engineer’s Exam. The Village Board extended their congratulations to Ben.

 

Economic Development – The Board reviewed design plans presented by Midwest Ceiling Systems, Inc. for construction on Lot 1 of the Holmen Business Park. Motion by Forde, seconded by Seitz to approve the design plans as presented with the provision that Midwest Ceiling Systems, Inc. will abide by the provisions of the Holmen Business Park covenants as agreed. Carried unanimously.

 

Fire Board Report – Forde reported that a FEMA Grant has been awarded and would be used to purchase 30 sets of turnout gear. Forde announced that they would be reviewing insurance quotes for upcoming coverage periods. Forde reported that 5 new applicants had been approved for reserve service. Forde announced that the annual Brat and Hot Dog Feed would be held July 15th.

 

Planning Commission – Motion by Anderson, seconded by Forde to approve the Russell Lee Family Trust annexation petition contingent upon state approval. Carried unanimously. Motion by Anderson, seconded by Seitz to reject the Scott Ryan annexation petition. Carried unanimously.

 

La Crosse County Supervisor - Chuck Spiker reported to the Board on La Crosse County Board activity. Spiker will provide feedback on behalf of the Village of Holmen to the County Highway Commission regarding reducing the speed limit on Sand Lake Road to 25 mph. Spiker provided updated editions of the La Crosse County Directory of Public Officials.

Joint Shared Ride Committee – Trustee Seitz updated the Board on the monthly Shared-Ride activity.  There was some discussion as to what might have influenced a sudden decline in ridership in the Village during the past month.

 

Other – Motion by Anderson, seconded by Forde to recommend to the La Crosse County Highway Commission approval of reducing the speed limit on Sand Lake Road to 25 mph. Carried unanimously. President Chapman signed a proclamation declaring the week of July 18 – 24, 2004 Baton Twirling Week. The proclamation was presented to community twirlers who will be attending the national baton twirling championships at the University of Notre Dame during that week. Chapman reported that he had been invited by La Crosse County Planner, Charlie Handy to assist in the development of the La Crosse County Long Range Plan. Chapman provided a brief update on the Halfway Creek Bike Trail.

 

Motion by Seitz, seconded by Forde to adjourn at 8:10 PM.  Carried unanimously.
