Board Proceedings

President Chapman called the Holmen Village Board meeting to order at 6:48 PM on October 20, 2005 at the Holmen Village Hall.  All members were present, except Proctor who arrived 7 PM.

 

Motion by Hauser, seconded by Anderson to go into closed session per WI Statutes 19.85(1)(c) to discuss 2006 personnel wages and benefits. Carried unanimously.

 

After lengthy discussion, motion by Seitz seconded by Hauser to return to open session at 7:02 PM. Carried unanimously. Motion by Anderson, seconded by Hauser to approve the 2006 Wage Schedule as presented. Carried unanimously.

 

The Village Board reviewed the 2006 General Fund, Debt Service Fund, Water Utility and Sewer Utility budgets. The proposed budgets included expenditures of $3,232,339, $382,000, $598,100 and $653,500 for the General Fund, Debt Service Fund, Water Utility and Sewer Utility respectively. Schmit presented the significant additions and deletions to the 2006 budgets. She also presented the 2005 mill rate and 2006 sewer rates.

 

Motion by Proctor, seconded by Hauser to approve the 2006 proposed budgets for publication. Carried unanimously. The Board set the public hearing for the 2006 budgets for 6:30 PM on November 17, 2005.

 

Seitz presented two proposals for complete resurfacing of the Holmen Area Aquatic Center pool diamondbrite surface. The first proposal is from Trade Construction Inc. for $315,000 with a (one) 1 year labor and materials warranty and three (3) year limited diamondbrite warranty. Trade Construction proposed a project start date of the week of October 17, 2005 and completion date of June 30, 2006. The second proposal is from Pool Construction Inc. for $166,600 with a one (1) year labor and materials warranty and five (5) year limited diamondbrite warranty. Pool Construction Inc. proposed a start date within two (2) weeks of notice to proceed and completion date of May 15, 2006. Park and Recreation Director Brogan stated that with removal of the existing surface the non-slip pads under the pool toys will also need to be replaced. A bid from Playtime™ was presented in the amount of $2,340. After lengthy discussion motion by Seitz, seconded by Allers to approve the contract with Pool Construction Inc. for $166,600 and bid from Playtime™ for $2,340 for a total project cost of $168,940. Carried unanimously.

 

Motion by Seitz, seconded by Allers to adjourn at 7:50 PM.  Carried unanimously.
