President Chapman called the Holmen Village Board meeting to
order at 6:30 PM on November 17, 2005 at the
Holmen Village Hall. All members were
present, except Allers who was absent.
Administrator Schmit was present, along with department
heads McHugh, Brogan and Haines.
Public Hearing
– President Chapman call the public hearing on the 2006 Village
of Holmen Budget to order at 6:30 PM.
Mr. Chuck Spiker spoke against elimination of the
mini bus contribution to the County from the Village of Holmen 2006 Proposed
Budget. President Chapman explained that with the tight fiscal constraints
placed on the Village by the State mandated levy freeze, the Village could not
afford to subsidize County programs. In addition, the County has passed along
significant cost increases to the Village in their 2006 Adopted Budget. Mr. Spiker provided an explanation as to how the mini bus
contribution had been administered by the County in the past, noting that 73¢
of each $1.50 one-way fare is subsidized by the Village to those utilizing the
Onalaska/Holmen Shared Ride transportation to the noon meal site at the Holmen Municipal Building Senior
Center. Mr. Spiker assured the Board that 100% of the
funds are contributed directly to the Onalaska/Holmen Shared Ride. Mr. Jim Yowell and Mr. Howard Olson also spoke in favor of continuing the
annual mini bus contribution. There was some concern regarding that fact that
the contribution may be subsidizing rides for Village non-residents. President
Chapman closed testimony on the public hearing at 6:50 PM. Motion by Hauser, seconded by Anderson to
transfer $1,500 from the 2006 Budget contingency line item to the mini bus
contribution line item to subsidize Onalaska/Holmen Shared Ride transportation
to the noon meal site at the Holmen Municipal Building Senior Center.
Carried unanimously.
Motion by Seitz, seconded by Hauser to approve the 2006
General Fund budget in the amount of $3,232,339, the 2006 Debt Service budget
in the amount of $382,000, the 2006 Water Utility budget in the amount of $598,100
and the 2006 Sewer Utility budget in the amount of $653,500. Carried
unanimously.
Motion by Proctor, seconded by Anderson to
approve the 2005 tax levy in the amount of $1,362,430 and the 2005 mill rate of
4.8020 after the State applied computer aid. Carried unanimously.
Motion by Proctor, seconded by Forde to
approve the 2006 sewer rates of $12.51/REC/Quarter and $3.17 per thousand
gallons of sewage. Carried unanimously.
Motion by Proctor, seconded by Hauser to
adjourn at 6:55 PM. Carried
unanimously.
