Board Proceedings
June 12, 2008
President Chapman called the Holmen Village Board meeting to order at 7:00 PM on June 12, 2008 at the Holmen Village Hall. All board members were present, except Seitz who was excused. Also present were Attorney Peterson and department heads McHugh, Haines and Brogan.
Motion by Proctor, seconded by Olson to approve the minutes of the May 8, 2008 meeting. President Chapman asked that the record reflect that Administrator Schmit was unfairly criticized at the May Board meeting for the manner in which she handled media inquiries regarding the star/cross on Star Hill and related complaints. Chapman stated that the responsibility lies with him in that he felt, given the potential for future litigation, all communication regarding the issue should be through the Village attorney. Carried unanimously.
Finance and Personnel Committee – Motion by Anderson, seconded by Olson to approve the monthly claims for payment in the amount of $477,899.19. Carried unanimously. Motion by Anderson, seconded by Proctor to approve the 2008-2009 Operator’s Licenses as presented, contingent upon the Clerk’s office receiving all required documentation and corresponding fees. Carried unanimously. Motion by Anderson, seconded by Proctor to approve the 2008-2009 Beer & Liquor Licenses as presented. Carried unanimously. Motion by Anderson, seconded by Szak to approve the 2008-2009 Soda, Cigarette & Coin Op Machine Licenses as presented, contingent upon the Clerk’s office receiving all required documentation and corresponding fees. Carried unanimously. Motion by Anderson, seconded by Forde to approve the 2008-2009 Pawn Brokers License as presented. Carried unanimously. Motion by Anderson, seconded by Forde to approve the 2008-2009 Junk & Salvage (Recycling) Yard Licenses as presented, contingent upon the Clerk’s office receiving all required documentation and corresponding fees. Carried unanimously. Motion by Anderson, seconded by Proctor to approve the 2008-2009 Police School Liaison Contract as presented. Carried unanimously.
Park, Recreation and Library Committee – Forde updated the Board on recent Park, Recreation and Library activity.
Law Enforcement Committee – Motion by Proctor, second by Szak to approve capital outlay items totaling $8,200 for outfitting the new squad. Carried unanimously.
Fire Board Report – Forde updated the Board on recent Fire Board activity. The next meeting is June 26, 2008 at 6:30 PM.
Public Works Committee – Motion by Anderson, seconded by Olson to approve Resolution 9.08 – 2007 CMAR as presented. Carried unanimously. Motion by Anderson, seconded by Forde to approve the purchase of a portable compactor from Lincoln Supply of Eau Claire at a cost of $2,729.00. Carried unanimously.
Economic Development – Trustee Olson updated the Board on the monthly Economic Development Committee activity.
Joint Shared Ride Committee – Trustee Szak updated the Board on the monthly Shared-Ride activity.
Public Hearing – At 7:20 PM President Chapman called to order the public hearing on Ordinance 3.08 – Chapter 187-Water. No one present spoke in favor or against the revised ordinance. The public hearing was closed at 7:22 PM. Motion by Proctor, seconded by Szak to approve Ordinance 3.08 as presented. Carried unanimously.

Planning Commission – No meeting. Next meeting on June 17, 2008 at 6:30 PM.
La Crosse County Supervisor – Supervisor(s) Marilyn Pedretti and Chuck Spiker were present.
Other – President Chapman reminded everyone of the Village employee picnic to be held at the Holmen Area Fire Station from 11 AM to 5 PM on Saturday, June 14th. All Village staff, fire department staff and elected officials and their families are welcome to attend. Chapman recognized the Grandview Garden Club for their beautification efforts at the aquatic center and throughout the Village.
Motion by Proctor, seconded by Olson to adjourn at 7:33 PM. Carried unanimously.
