Special Board Proceedings

September 16, 2010

 

President Proctor called the Holmen Village Board meeting to order at 7:00 PM on September 16, 2010 at the Holmen Village Hall. 

 

Present:  Nancy Proctor, Ryan Olson, Neal Forde, Michael Dunham, Richard Anderson, Robert Haines, Bill Thiel and Anders Helquist, Karl Green and Mary Willett.

 

Bill Thiel and Anders Helquist of Weld, Riley, Prenn and Ricci explained the Tax Incremental Financing District origins and applications in Wisconsin to the group.  Bill Thiel referenced the TID #2 analysis he provided to the Village prior to the meeting.

 

A question and answer period regarding TID#2 followed the presentation.

 

Bill Thiel and Anders Helquist said that they would prepare a list of possible incentives for the Village to utilize when negotiating with developers or businesses interested in locating in the TID.

 

In response to a utility extension request for Blackwelder Place in TID #2, Richard Anderson/Ryan Olson motioned to authorize the requestors to build the road to the Village standards and to install the curb and gutter at their expense.  The motion carried by a unanimous vote.

 

Finance Committee forwarded a request to the Village Board for approval of a bid from Ziegler’s Heating and Refrigeration for a new furnace for the Holmen Library for $6,495 for a 2-stage Amana hi-efficiency sealed combustion gas furnace with a fall rebate and a 1-year labor, 5-year parts and 20-year heat exchanger warranty. 

 

Following the discussion at the regular September Board meeting, the Village secured two additional proposals for recommendations for a furnace replacement for the Holmen Library from Schneider Heating and Air Conditioning and Advanced Comfort Specialists, LLC. 

 

Mike Dunham motioned to go with the bid from Schneider Heating and Air Condition for a single-stage Carrier Gas Furnace, installed with 1-year labor warranty and 10-year parts warranty.  The motion did not receive a second.

 

Ryan Olson/Neal Forde motioned to send the furnace bid proposals back to the Finance Committee for reconsideration.  The motion carried unanimously.

 

Richard Anderson/Mike Dunham motioned to adjourn.  Carried.  The meeting adjourned at 10:00 p.m.
